I think the answer to this is simple.It is very difficult for an honest person to become politicians and corrupt politicians make the life of IAS officers who are honest very miserable and hence they join the party as well.

While democracy has got many advantages, it has got certain definite disadvantages like corruption, criminalisation of politics, increase in anti-social activities etc. This is why the majority of politicians are dishonest, while a counted few are honest as well. However, the honest politicians seldom succeed since they are overtaken by the dishonest ones sooner or later. I.A.S. officers turn dishonest under influence of corrupt politicians who spend huge amounts of money for their lucrative career and have to recoupe the same with high dividends at the earliest. To achieve their goals, the corrupt politicians take the honest officers into their confidence and if they don't oblige, they are compelled by other means like transfer to a remote place or being superceded in promotions by their juniors. This trend has a very demoralising and discouraging effect on the cadre of officers who have to compromise with their honesty in the inerest of thier children and families.

B'cos we are taught from our childhood "make hay while the sunshines".
my honest answer is, we've not allowed our people to know the laws of the land and their rights.
when science subjects are allowed to be pursued through correspondence education, law is not.
