Nuclear membrane is formed by a series of flattened cistenae aligned sideways with gaps called nuclear pores. There are pore complexes guarding the nuclear pores. The flattened cisternae are smooth- surfaced endoplasmic reticulum. It is a typical biological membrane of lipo-protein.
Plasma membrane is glyco-lipoprotein complex. The overcoat of the plasma membrane is made by the Golgi Complex. It is a complex of carbohydrate side chains along with proteins. The overcoat lies over the bilayer of lipid through with proteins lie across: some projected, others buried in the bilayer of lipid. Plasma membrane contains several enzymes and channels connected with transport of ions and small molecular weight substances.

Krimy is correct:
The nuclear envelope (also known as the perinuclear envelope, nuclear membrane, nucleolemma or karyotheca) is the double membrane of the nucleus that encloses genetic material in eukaryotic cells. It separates the contents of the nucleus (DNA in particular) from the cytosol.
The plasma membrane or plasmalemma is a selectively permeable lipid bilayer coated by proteins which comprises the outer layer of a cell. The plasma membrane works between the machinery on the inside of the cell and the outside fluid that bathes the cells. The plasma membrane lets nutrients into the cell such as glucose, amino acids, and lipids. It is a semi-fluid patchwork of molecules, some of which are constantly diffusing through the membrane. This mobility is due to the flexible proteins and oily phospholipids that make up most of the membrane's chemical structure.

The cell membrane is the outer membrane on animal cells and just inside the cell wall in plant cells. The cell membrane regulates what goes in and out of a cell by various means that I can give you if you ask. The cell membrane all protects and supports the cell. The nuclear membrane is similar to the cell membrane except that it covers the nucleus. It protects the nucleus and regulates the flow of material in and out of the nucleus.
