Just get some good polishing compound and apply some elbow grease.
Powder coating is the best for exhaust, I believe, very heat-resistant, easy to clean, and lasts basically forever. The downside is it's not exactly cheap...look up a company called Jet-Hot, they can do powder coat in about every color including chrome...

once those pipes go blue there is no going back, other than that , i know nothing about engine chrome.
