It is better if you look for a job ahead of time. Then you can go to the Japanese Embassy and process your visa.

You should really think about WHY you want to work in japan. Believe me, it is no picnic over here! The weather is terrible, long commutes on crowded trains are typical, and there simply aren't the labor laws to protect workers here in japan like we have in the States. You might think you are escaping something to go somewhere better, but if you come from a developed western country, there is NOTHING better about japan!

What job are you going to get? ESL teaching? It's good if you don't have any real skills of value that are sought after in your home country. You can come here and make $30,000 or more a year teaching English. But, it is likely that that is your ONLY option, unless you can speak japanese and you have some sort of computer skills (programming, for example). So, it's likely that after some point in time, you will grow tired of ESL teaching and want to return to your home country (like me!). And then you realize how much money you lost to 1st move to japan, and then 2nd to move back to your home country! Think seriously about it!

Your question is based on two things:
1. Tour: for tour or visit you can do it easily.
2. Work: for work you need a visa or Immigration permit. Without which working is ill-legal. At present immigration and police is strict. Immigration laws are revised.
But if you have some arrangement for work everything is possible.

You are most welcome in Japan even if you could not speak Japanese you can enjoy which will be difficult.
