the main characteristic is individuality - that the person doesn't dress exactly the same as others, doesn't behave the same and probably has different opinions. But just enough to be regarded as 'quirky' and not too much as to be regarded as 'weird".
So it would be the woman who's wearing clothes with some really unusual accessories, or whose hobby is motorcycle racing when others prefer horse riding, or who has theories about future life and sci-fi when others haven't really thought about.
I guess it boils down to being defined as an 'individual' and not as one of the sheep!

To me, an interesting, quirky person would have that certain kind of energy that kicks over the traces of mediocrity, is courageous in the face of adversity, has an active sense of humour and a positive outlook.

Uniqueness, individiuality....maybe their posts are like breaths of fresh air, or something you always believed in as well and you're just tickled that somebody else shares the unique belief you do. Sense of humor, making witty yet wise cracks (not asshole statements tho nobody likes those) ....that's what helps bring up the quirk.
I agree it's a very important trait to have but I think everybody is interesting, quirky.... it's just you need somebody psychologically compatible towards you in order to feel appreciated. I like a certain type of people, but other people might have different ideas.

1) Dress sense. Many people just wear jeans & T-shirt, others have a much more adventureous look!
2) Hobbies! A geek would be into Sci-Fi, computers, online gaming etc. An anorak would be into trains, amateur radio, and electronics!
3) The music you listen to! From rock chicks to techno geezers!

People tell me I'm (ahem) quirky, I don't know what it is. Maybe doing whatever you want is quirky because other people care way too much what people think of them to do what they want.
