I actually don't give it a whole lot of thought. I'm usually moving or doing something when I'm out so looking at people isn't a priority. Eye contact is more personal, you're making a connection, it does happen but not all that often. If it does I usually just smile and keep going. You're just shy, nothing wrong with that, I don't think there is a need to mingle with strangers.

I used to feel the same way, that you do. Have you ever heard , "catching someones eye"? I love when this happens. There's something about it,, that warms my soul.. Few and far between , someone will, catch your eye. For me, the most wonderful pleasures, come from people. Eye contact is a way of saying , "Hi", in a non verbal way. Every now and again, I'll stop, and smell the roses. Meaning that I'll slow down, clear my head and absorb all of the wonderful things, that life is offering. Feel good about yourself , OK honey. Break down the walls, and live life. You'll never know, what is out there, if you aren't looking. Yes, I do make eye contact with people, on a daily basis. I don't force it upon people. I don't invade their privacy, and I don't stare.Real eye contact, for me, is an invitation to say "HI". An invitation, to live life. An invitation to smell the roses and checkout what life is offering to me. Keep your eyes up, Honey. Maybe, you'll see me around. You don't wanna miss out.

It depends on how one makes eye contact. If there is a smile and eye contact, that is usually interpreted as a positive thing. However, if one makes eye contact without a smile, it can be interpreted as an invasion of privacy, suspicion, or a challenge.
Eyes are the windows to people's souls and emotions.

I look at people more comfortably when they are at a bit of a distance. When they get closer I am a bit more careful. If a cute girl is walking without a guy next to her then i will try to get eye contact with her.

I'm a bit too shy to look most people in the eyes, only because most people are a bit shy too and we'd both just look away but it's kind of sweet when you catch somebody looking at you and like, for a split second you share eye contact and you're both like
'YOU'RE RIGHT! I REALLY LIKE YOU!' like that dorky but loveable 'Date Talk' game. And your heart warms for a few seconds but you're a bit too bashful to do anything about it.

I'm kinda shy so I rarely make any eye-contact with strangers.... but sometimes it happens and it's not so bad :-)
You're not alone, a lot of people are like you... there's nothing wrong with that.

I have times where I do, and times where I don't. ..depending on my mood. But if it's like an elderly person, I usually look at them and smile and nod.
