The inclusion of a "Balanced Budget Amendment" to the US Constitution.
One of the reasons for all of the corruption and power of Special Interests is that there is no constraint on Congress to be fiscally prudent. A long time ago, one of my favourite Senators (Everett Dirksen) once said, "Nobody ever got voted out of office for failing to balance a budget." He was (most regrettably) correct.
Mention "Budget" and people's eyes glaze over. It's arcane, boring, and tough to understand. So, people don't pay attention. And it's precisely that state of affairs which plays into the hands of greedy interests who pay VERY close attention to budgetary matters.
You want cleaner government? You want more fiscally sound government? You want more responsible government? A balanced budget amendment will help you on the way.
Now, having said that, do I believe this is a panacea? Of course not. This isn't going to make all the nation's problems go away. But you DID ask for "immediately improve;" and I firmly believe this would give immediate improvement.

I have three, take your pick.
1. Congress is in session only for one month to pass a spending bill. That's all they are allowed to do and that's all the time they are allowed.
2. Kill all Lobbyists if they persist. (Give them one chance to find a way to make an honest living.)
3. 95% of all Lawyers must become doctors, nurses or hospital aides immediately. All Lawyer Politicians are to be shot on sight.

I also agree with the idea of abolishing the electoral college, but since someone already said that I will we have to get rid of career politicians. Politicians are supposed to help people, it shouldn't be anyones career. Once it becomes a career you care more about your job then helping others and being the voice of the people. Being a politician should be part time that pays only minimum wage. It should be a labor of love only.

A flat tax, which would put all citizens on an equal basis when it comes to funding the activities of the Government.
WE, the citizens would all then judge Government expenditure with a more critical attitude.
