If you are not the administrator of the net, you have no authority to disable anyone on the net. In that case, if you have good cause for someone to be disconnected, contact the administrator and present your case.

If you are the administrator, you have not given enough information about the LAN, router and server type and your authority to make adjustments.

You're going to have to provide a lot more information. Are you on a corporate network? Or are you just a bunch of LAN gamers? Do you have any authority over this person?

The best thing would be just to talk to that person and ask them to uninstall the application. If that doesn't work then more stringent measures will have to be taken.
