its hard for any Philippine citizen to get any visa to the U.S. Why you may ask? Rumor has it that many will do whatever to enter the U.S. some just for a better life, others for criminal activity, and then some just to be with family(husband, wife, mother/father, children.) With this strong desire to come to the U.S. many falsely try to get visas, with fake marriages and such. so for those reasons the U.S. Embassy in Manila is very thorough in reviewing paperwork and validated relationship proofs, which makes it hard for average honest people to get Visas. so only try if your sure you've got a honest reason. if you just want a better life in America then become a nurse there in the Philippines and then try to find a nursing job in the U.S. and you'll more than likely get a work Visa.

If you are living in Manila, go to Bank of Philippine Islands. Ask for US Visa application form. Pay $100 then you will be given a number. Call or log in at the website of US embassy to know your schedule for interview. On the day of your interview, pls bring all requirements specified on the application form. An applicant are scheduled for interview 2 months or longer after your application but it still depends on the number of applicants. If tourist visa, pls provide financial or bank statement that you can support yourself for your stay in their country.

There is an American embassy in Manila and they have a website which you may find of use -
http://manila.usembassy.gov
It seems to explain the application process but it depends on what kind of visa you want. It seems really good and even indicates the earliest date when you might be able to get an appointment on this page http://manila.usembassy.gov/wwwhappo.html
It says the process usually takes about 3 months so go and check out the website now!
Hope this helps and your travel plans work out.
