In 1964 they measured horse power differently than we do now. Under the old ratings it is about 175 h.p., which would be about 110 h.p. by today's ratings.

in 71 they went to net ratings

before then they were rated gross

most were around 200 hp some a little more some a little less the differences were in the cam and carb for the most part

get the stamping suffix code off the front of the block on passenger side flat pad of the block deck at the front end of the cylinder head just above the passenger side end of the waterpump

will be either one, two, or three letters such as J or CE or VM or CRK

etc.

you can go to here:

http://www.nastyz28.com/chevy-engine-code-stampings.php

and look it up yourself there, or you can reply with it here or email or IM me anytime with it and i cna look real quick

also a google search using the terms suffix code and then followed by the code will find it

heres a few

J 1964 283 man trans., 3 spd 195 2 A B
JA 1964 283 man trans., 4 spd 195 2 Chevelle
JD 1964 283 Powerglide 195 2 Chevelle
JG 1964 283 Powerglide 220 4 Chevelle
JH 1964 283 man trans., 3 spd 220 4 Chevelle

the J codes are what you will see on the front block stamping pad, at the end of the code, the suffix

good luck

Avoid the adapter plate, You will gaiin noe benefit from the addition of a four barrel if you still have a two barrel-sized hole in the top of the intake. Go with an Edelbrock performer rpm series manifold. You'r fuel mileage won't be adversely affected unless you install something big. Stick to a 650 or less cfm two-stage. There will be some linkage adapting you will need to do for both the auto choke and the throttle.

It's impossible to know for sure without taking it to a workshop with a "rolling road" facility to test it as lots of things can affect just how much power it pumps out, such as - fuel/air mixture, condition of the block, condition of the gaskets, exhaust manifold, etc.
