Sorry to hear about your predicament. Cant you get in touch with the school you attended and see if they can do anything. They must be able to give you an address for the examination board so you can get a copy of these. After all there yours, you have worked hard to acheive them and your entitled to them. xx

The exam board will have a record.
Your mother has technically stolen the results (and possibly the certificates) call the police - this is an "easy clean up" for them - you report a crime, they detect it - go to your mother's and retrieve the certificates - therefore crime has been solved and they get another tick

Sorry to read of your predicament.
You cannot get a duplicate certificate BUT the examination board will supply a "certified copy of your results and grades".
I know it is a drag if you took more than one board but it would solve your problem.
Hope this offers some help and way out of your problem.

If you cannot ask your mum for them is there a relation thatyou can ask on your behalf? Be even better if you could patch things up with your mum. You only get one chance in this world with your parents.

If the results were in your name then your mother can not open your mail, Tell her you need them if she refuses tell her that you will inform the police as she has committed an offence by tampering with your Mail.

Unless your mum has physically or sexually abused you why not try getting in touch and making friends.
