mixer taps have very small holes in the casting and valves. The low flow is likely exposing an existing problem of low pressure or low maximum flow.
Before worrying too much you shoudl take the taps off and flush through the pipes in case there is some swarf or something.
Check your static pressure, it should be 1.5bar +
if this is ok, check your flow rate by turning on the taps and flushing the loo at the same time, if the water flow in the taps goes down you probably need to check back through your system to the road so see where the restriction is.
Your water supplier has a duty to provide a certain static pressure at the stopcock, everything else is down to you.
We've recently put in a new water mains to the road to solve the same problem. We also replaced the in-house for 22mm and the hot water for a pressurised system. We now have a problem where the water jumps right out of the basin fo you turn it on full !

You may have forgot to clear the water lines before installing the taps. Small dirt particles will clog things up. take the cap off the sink and see if the flow improves. Also, everything comes with watersaver heads now which slow it down. If you take the head off and there is a lot more pressure then you did everything right. Lastly check that you turned the water back on fully.

it could be many things, these are a few of the easy ones to check before getting too involved. good luck.
check the out let of the tap, they often have a spreader on them which can become clogged, if so just unscrew and clean.
it could be poor casting when the tap was made-this is also all too common.
some taps have filters built in with the isolation valves, these could be clogged, just turn off the isolation valve, disconnect and clean.
