I'll pick Pitcairn Island, which really is a country, because it only has 45 residents and is a good distance from any other populated islands or countries.

North Korea, **** it. That'll stop them from building them and take out there army at once. I would have said the middle east, but you would have to take into consideration all of our soldiers are over there, your killing atleast 1/2 of your own army with it. That one wouldn't be too smart.
