First thing to be clarified: whales are not fish, they are mammals so they are eliminated right there. The biggest fish is the ''whale shark''... I know, it's pretty confusing but it's a shark, it's just very big so it's called ''whale shark''.
Now the smallest fish is a good question; according to the site cited below, the shortest marine fish is the Schindleria praematurus, found in Samoa in the South Pacific: 12-19 mm in length, weight 2 mg.

The largest fish in the world is the Whale Shark. It is a bit confusing cos it is neither a whale or a shark. The other answers about whales being the biggest are wrong. A whale is a mammal and a shark is a cartilages fish. These are a few of there genomes etc

"Fish" is generally defined as an aquatic vertebrate, I think, and I have always heard that the "whale shark" is the largest, getting up to about 18 meters, while the smallest is the Paedocypris which lives in Indonesian swamps and can be as small as 7.9 millimeters!
