if he is on US soil yes it is very wrong. if he was in Canada or Mexico etc I would say the same for their flags, respect the flag of the country you are in no other flag should be raised higher then it.

I fly 3 flags at my house on the top and the biggest is the U.S.flag and below it is a pow/mia flag and below that is the stars and bars of the confederacy any person who lives in this country should by all rights fly the American Flag at the top and others below the Flag that represents all of the freedoms, I am sure he/she moved to the United States to enjoy the same ones that alot of Americans take for granted

I believe it's against the law (definitely against Flag code) to fly another nations flag higher than the American Flag.
If you live in this country, you live under our rules, our colors, our flag, so another flag, whether it be from this country or not, should NOT fly above the American Flag.
In other countries, there's not much you can do, however, since it's another country, I'd question why they'd fly our Flag in the first place. (Embassies wouldn't count here, since they're part of the U.S.)

I agree with some of the previous answers... The resident country should be the predominant flag flown, although, any other flags flown, aside from that, are indicative of the many cultures and the freedom that is North America.
I should note that there is nothing wrong with someone having pride in their heritage! We all do, ...as we should!

If your ethnic background is from another country and you reside in the US i think it would be wise to fly both flags on a level ground as it dosent upset any countries. I am a from a Chinese background and live currently in Australia. I dont fly the Chinese flag any higher than the Australian flag as i think that would be disrespectful to Australia as i call it my home. On the contrary i wouldn't fly the Australian flag above the Chinese as it would be unfair to my background.

Your neighbor is in violation of the federal law. It is a violation of federal law to display another flag above the US flag (with the exception of a military chaplain's flag during religious events at sea). While the law prescribes no punishments for violations, it is still the law.

I think there is nothing wrong with that as long as he is not disrespecting the American Flag. People come to the U.S for many reasons and as much as they could love this country and be proud of it, your culture and race is there in your blood in your upbringing and you can never part from that so even if they now live here they don't stop being from the country they are from.
When some people get married they choose to not take the husbands name they keep their last name why??? because that's who they are that's the last name they were born with that's the last name of their family and they choose not to change it for many reason others hyphenate and use the hubby's last name after theirs does that mean they don't respect him or they really did not want to marry him???????? no I don't think so
As long as people don't disrespect the American Flag in my opinion there is nothing wrong at least he has it in his car as a sign of respect for it also.
If people are soo concerned with people from other countries racing the American flag higher then why do people put titles on people that are born here but are from other races they say the Asian people, The Latinos, The Europeans if they were born here why not just consider them Americans but people don't because they are from other races but born here and now when they choose to raise their own flag they are disrespectful they need to raise the American flag higher pleaseeee. STOP WORRYING ABOUT SMALL STUFF I WOULD WORRY IF HE'S STEPPING ON THE FLAG OR BURNING IT OR PAINTING ON IT SOMETHING REALLY TO WORRY ABOUT

Its a free country. Just because he came to the US doesn't mean he's not proud of his herritage. Maybe he moved for better opportunities in the US. It's obvious he loves his country but sometimes you have to move for better outcome in life. And he has the right to fly his flag as he pleases because he has that right and should not have to be forced to fly the American flag just because he's in the US, that's redicuous if you ask me.
