It sounds like your refrigerator needs repair. If you don't know how to fix it yourself, get a repairman to look at it before you get sick from bad food.

RE:
Refrigerator not cooling properly?
I have noticed about two days ago that my refrigirator is not cooling properly. The freezer is not freezing at all, the meat in the freezer is just cold and not frozen. The stuff in the refrigerator is just a liitle bit colder than room temperature. I have got that temperature knob at the highest....

BEFORE calling a repairman, first check the back of it. Do you see the black condenser that covers the entire back? If so, you have an older fridge and often just simply vacuuming this off will fix the problem.
If not, check underneath by pulling the front kickplate off. Vacuum under there with your sweeper hose. If you notice a lot of dust, that may be the problem.
Sometimes a new fridge is cheaper than fixing an old one.

It looks like it could be any number of problems.
--
Refrigerator or freezer is not cold enough
Check the temperature setting
Assure that there is enough room for air flow in the refrigerator or freezer
Check for air flow restrictions in vents
Test the temperature control
Clean the condensor coils
Check the door seals
Test the door switch
Test defrost heater
Test defrost timer
Test evaporator fan
Check for a clogged drain tube
Check for refrigerant leak

The freezer is the only area that actually supplies cold to your fridge. If the freezer is not working then don't worry about the fresh food side. You need a repairman. Sounds like your compressor is not starting.

I'd like to help you but I'm afraid I'm not the specialist. You can keep your products outside the window. It's winter you know.

phone some technician and get them to deal with it
if the weather or climate's really hot it might be that
try to minimise th amount of stuff you put in the fridge/freezer
don't put alot of junk around or on the fridge/freezer
or you fridge just might be broken

sounds like airflow is blocked from the evaporator. is there frost on the back freezer compartment wall? if so, your defrost thermostat is broken and needs replacement.
condenser coils could be dirty also, or your condenser fan motor is broken.
