You can certainly spray your car with anti-static spray, but you will have to do that quite often, as it disappears with the rain!
Go to a car shop: you will find there "static rubber bands" that you attach to the bottom of your car (on metal!) and that lay down to touch the road. This conducts static electricity to the ground as you stop, while floating just above the ground when you drive.
Truck fuelling aircraft drag behind them a whole metal chain that keep them in contact with the ground to avoid any kind of sparkling discharge, but it is not practical for a car!

static guard...it comes in a spray can...it eliminates static electricity.....also, I recommend keeping a dryer sheet such as bounty or downey in the glove box....just rub dryer sheet on hand before exiting car...I think static guard can be found in the laundry soap aisle....it has a navy blue and orange can...really small about the size of..my two index fingers together..OKAY go to static guard .com I just checked so you can see what you are lookin for....I spray it on my hair brush in the winter also.

Discharge yourself against it with your car keys. The spark will jump between the keys and the car, but the current density through your fingers will be too low to feel.

its not concerned your car....I think you wear woollen clothes and it causes static electirc via your movement....Also if you wear rubber shoe, it does not allow static electirc go to earth and save it on your body....So when you touch a metal thing , your body discharge electric to metal accent...
