That's hard to say. States and federal have both have several of these (California D.O.T., Vermont D.O.T., Georgia D.O.T.; as well as the fact that each state has an Attorney General & Secretary of State, while the U.S. Govt. has these, too), but the federal ones are most likely:

D.O.T., Secretary of State, Atty. General, and either the Parks Department or the Department of Health. My educated guess would be the Parks Department.

See, state governments have Departments of Health, and the federal Govt. has Health & Human Services. The Parks Department could be the U.S. Forest Service, or a state forest service (I'm not 100% sure if they exist or not.)
