logb(x) = y is the same as b^y = x

so log2(2x + 9) = 4 means
2^4 = 2x + 9
16 = 2x + 9
2x = 7
x = 7/2

You first write the equation in a exponential form.
log2(2x + 9) = 4 is equivalent to 2x + 9 = 2^4 = 16
So 2x + 9 = 16 <=> 2x = 16 - 9 = 7 <=> x = 7/2

put it in exponential form; 10^4=2(2x+9)
then expand 10^4=4x+18
subtract 18 9982=4X
DIVIDE by 4 x=2495.5
