If from the onset of puberty a man never commences shaving, will he ever need to or will whiskers grow regardless???

Wow, there's a lot of misunderstanding here...

1: Hair doesn't grow back thicker because of shaving.
Hairs are thinner at the tip, and wider at the base. So if you shave a hair off, the new tip is now the thickness that the base was previously. Hairs will start off growing thin at puberty and get thicker with time until they reach their final thickness.

2: Hair doesn't stop growing when it reaches a certain length.
If you let your hair grow without cutting it, hairs will fall out every now and then, and new ones will start to replace them. That's why beards don't seem to grow past a certain length. But if you want an indication of how long that can be, take a look at ZZ-Top. Ugh.

Moral of the story? Shave.

Yes, his whiskers will definitely still come in. Just think about people in the old days before they had shavers, men still had beards. Also people today that are part of a religion where they are not allowed to shave because it is a sin, their facial hair still come in and grow long.
The only thing that shaving does is that it makes your hair have a blunt end, making it seem like it looks thicker. But, regardless of whether you shave or not, if it's in your genetics to have facial hair it will come eventually.

Of course he will grow a beard, but the hairs will be very thin and weak. Hair is just like weeds... cut it and it grows back stronger.
