I'm not sure how cheap you want to go. Payless Shoe Source has extremely cheap flats, if you want to go that low. Also bakersshoes.com, jcpenney.com, overstock.com.

actually u can try places online like ebay n yahoo classifieds or auctions.. they hv brand new flats which shops post online... n they r a great bargain too!
