Your only other option would be satellite broadband internet access. More information is available here: http://en.wikipedia.org/wiki/Satellite_internet

Long story short....

PROS:
- Broadband Internet access can be available virtually anywhere

CONS:
- Speeds aren't as fast as cable or DSL.
- Prices are more expensive
- Requires a satellite dish to be installed
- "High-intensity" functions (e.g. streaming media, gaming, etc) can experience minor delays.

Naturally of course, you'll want to get approval for installing the satellite dish from your apartment manager.

You might see if someone is offering wireless internet service (its different from having a wireless router). It can sometimes reach where DSL and Cable can't. There's also satellite, but that may be too costly.

You might look at broadbandreports.com to see if they list any local high speed carriers in your area.

Another option is called ISDN. If you can get phone service, then you can get ISDN. It isn't a great option, but it is better than dial-up. It is a little costly, but mostly because they know you don't have any alternatives.

ISDN - 128 Kbps (BRI)
ISDN - 1.544 Mbps (PRI)
