Based on National Weather Service records for 1961 through 1990, Rochester, New York averages 94 inches of snow annually and is the snowiest large city in the United States. Rochester has a population more than 200,000 and annual municipal snow-removal budget of $3.7 million (1995 figures).
More snow falls each year in southern Canada and the northern U.S. than at the North Pole!
According to the National Climatic Data Center in Asheville, N.C. Blue Canyon, California leads the list with an average of 240.8 inches of snow a year. Granted, Blue Canyon, which is in the Sierra mountains between Sacramento, CA and Reno, NV isn't a city, but folks there have kept weather records a long time.
Kirkwood Mountain Resort, Kirkwood, CA, has the Most Snow in North America. Over 75 inches of new snow in the past week has pushed Kirkwood’s snowfall total for the season over 750 inches!
On average, the mountains of the western states receive the most snow and are among the snowiest places on Earth. The greatest annual snowfall level is at Mount Rainier, in Washington, at 692 inches (1,757.68 cm); the record there was 1,122 inches (2849.8 cm) in the winter of 1971–1972. Other places with significant snowfall outside the Cascade Range are the Wasatch Mountains, near the Great Salt Lake, and the Sierra Nevada, near Lake Tahoe. In the east, while snowfall does not approach western levels, the region near the Great Lakes and the mountains of the Northeast receive the most.

you have to keep in mind that the coldest placest doesn't get the most snow. I am with that first person who answered. Buffalo is at the very top of the list. But i'm pretty sure that the mountains gets the most snow. Because in buffalo, a lot of the snow evaporates before it makes it to the ground. If you live in the mountains, the higher you go, the more snow you get because less snow has time to evaporate.
