I see it as a mechanism to ferret out members or supporters of anti-government groups, militant groups, religious fanatics, etc. People have no idea who is reviewing their information and opinions, or how it is all being interpreted. The blacklist of Hollywood in the 50s comes to mind, but with more serious ramifications.

Actually, I see it as a platform for marketing. The human dynamics and racist stuff helps the research department sell advertising to various companies.
It is a commercial website. It is not a democracy or a social club or anything else.
