Dry Razor?? Yikes- that's NOT what you want to do.
Try TendSkin- it essentially kills the top layer of your skin, but it really works. It will sting. Also,I believe Bliss sells a similar product in wipes.
You might want to try a BufPuff, and scrub scrub scrub.
The problem is hairs stuck under your skin, so you really need to exfoliate. I know the names of all these products because I've been in you same situation. I had my underarms waxed once, and that just left HORRIBLE bumps, I looked like a leaper. Under my arms at least.

Don't use gel nor shaving cream nor soap.

I shave DRY with a clean razor every other day and I never get bumps. It only takes a couple of swipes of the razor.
I have been doing this for twenty years.

Previous to this, I shaved with soap. Not only would I cut myself, but I would get bumps.

get a louffa (I totally know that is not spelled correctly) but use that to exfoliate under your arms especially after shaving, or the day after you shave. You need to keep your underarms exfoliated to reduce bumps. It works, I promise.

Try not shaving as often. It got a lot better after i started shaving every other day instead of every day.

after shave lotion is the only thing I can think of....I don't treat mine
I just skip that day

moisterizing lotion with no smell. The fragrance will irritate the bumps.
