Proposed: That from this day forward all non corrective inactive witnesses to unlawful, insulting, verbal, namecalling assualt and or threatenning verbal behavior in disrespect for another human being's civil reasonable behavior would be held fully responsible for that behavior including criminal and civil penalties. These penalties would consist of criminal and civil damages for the witnessed threats. For instance if someone verbally threatenned to kill, they would be sentenced as if the killing was done unless there was formal apology and recognition of their wrongdoing. If someone witnessed the threats and did nothing about them, they too would pay the piper.

No. Free speach can be both good and bad but without it what type of democracy would we have?

No, I would not vote for this. It is irresponsible to put someone in this no win situation. What if someone starts with verbal assaults and has a weapon. That could result in the defending party being injured or killed attempting to keep from being prosecuted. I would prefer some heavier penalties for the verbal assault or threatening behavior.

I think a lot of us get hot under the collar then say something stupid to regret it later. It sounds a bit heavy handed. Beside, perhaps its better to know that someone is p.o. at ya then you might be able to do something to smooth it out. It possible with this new legislation, someone would keep quiet about being po at ya 'til its too late.

I have not heard of such a proposed bill. Would I think it a responsible bill? Hardly responsible at all, simply because people make dumb comments all day long and every day.

You are looking for perfection and perfection is not easily obtained among us imperfect humans.
