This is very common problem with the "PC suite" (nokia phones) but sometimes other PC softwares of other phones can also give rise to this problem. To resolve this issue please think of the following steps:
1. Check that the USB you are using is compatible with the phone for example DKU 2 or CA 53 data cables in Nokia phones don't need separate cable drivers but some other cables need separate drivers which you can download from their site. Same hold true for SonyEriccson/ Samsung / Motorola phones.
2. Make sure you have not connected the phone and USB cable as you install the software for synchronisation/ data transfer. Only attach the cable once the software is completely installed.
3. If none of the above works try to uninstall the software from your PC and delete the folder C:\progam files\nokia manually and then re install the software.

There's two bits to the software, the mobile phone tools that allow you to access the contacts list and diary, and the drivers that let XP see the phone as an external disk. If it's all installed you should be able to see the phone as an entry in "my computer". Have you put a memory card in the phone? you might need to. If the drivers are installed then the phone should charge if connected with the proper usb lead provided you are not doing anything else with the link. As a thought have you installed the software from administrator level, or as a restricted user. That might cause a problem. NOTE if the Mobile phone tools software is running the phone is invisible in "my computer"
My V3i installed and connected with no problems. If all else fails you could try a bluetooth dongle.

I guess the above answer will help if you had a NOKIA but clearly you state you have a Motorola,what some people do for 2 points LOL.As per his answer some is true and do apply for your phone also Motorola phones need the USB drivers so the computer knows what you are connecting to it.Go to Motorola website and do some searching and you will find the drivers.There is a program called bitpim that i think might work with your phone and guess what is a free program go to the site below to get your copy.
Also you didn't mention what carrier you got and if by chance is Verizon you will have some trouble with your phone because Verizon disables a lot of stuff on there phones so you have to go thru them just to get a ringtone or a wallpaper and charge you $3bucks each,but again there are ways around this.
