Last year I purchased a latching plastic box for my daughter and filled it with all kinds of art supplies: Paints, glue, tape, scissors, construction paper, cardstock, glitter, stickers, felt, pipe cleaners, 'googly eyes', yarn, beads, markers, crayons, stapler, gel pens, buttons, fabric, puffy paint, ribbons, etc, and also a couple of kid-friendly craft magazines for some ideas. She has gotten so much use out of it this year, that I plan to add to it again this year. Each item isn't that expensive, so she can buy whatever she wants in addition, but this way she's not always raiding my craft supplies!

How about an Artist Set with markers, crayons, paint etc.. or does he have and easel so he can do some of their drawings? Or you can get the artist set, the easel, a few pads of paper like newsprint or artist's drawing books or paper and put it all as one big ol gift for xmas. I know that there are some good deals over at Micheal's.

This is a great art project and perfect for a 7 -yr old.
It's called "Sticky Mosaic Art" and it's quite fun and results in a art piece that he'll be proud to show off.

If you have a computer, and allow them to use it, bye a good painting and drawing program and let them explore the possibillies. No mess, greater possibillities and if they get bored, no clean up. At the same time they learn computer knowlodge early on.

How about a really nice color palette kit. These usually look like mini briefcases that have pastels, colored pencils and sometimes oil paints in them.
