Although the date qualifies as low season, I'm afraid that one-way tickets are always expensive. (I assume that's what you meant by 'single' - if not, just say so and I'll go away meekly...!!)

When I first came to live in Japan, we bought return tickets and then phoned the airline a couple of days before the return flight to say we couldn't make it. They were somewhat miffed, and told us we'd lose our money as it was non-refundable and non-transferable, but we didn't care - because it was a LOT cheaper than buying one-way tickets..!!!

It's really annoying when you can get a special offer return ticket for less than a one-way ticket, but it happens a lot.

If this fare is for one way I think it is too much but depends which travel agency are you using? In peak seasons rates goes up and hard to find seats.

There are many nice travel agencies in Tokyo did you ask them for rates?
