Happy Nation/The Sign by Ace of Base,,,according to Guinness book of records! I am a bit surprised seeing as how we have artists that seem to be more "popular."
For those who don't know who Ace of Base is...they are a group who were very big in the US during the 90's with songs like "Don't turn around" "All that SHe wants" and "The sign,"

Interesting fact but I also thought is was Gunners. I think this was best in USA, not rest of world in 1994.
