I know it's crowded on that submarine, but even so, your proposed standards aren't going to work.
All kidding aside -- how would you enforce that? Would you sterilize every male at birth and not reverse the process until he could provide proof of financial stability, IQ level and psychological exam results? I'm starting with the males because it's easier to render them temporarily sterile than it is to employ a similar process on females. The only problem with that is that by delaying procreation, you are losing the most productive years, not only in terms of ease of progenitation, but also in terms of quality of the child. There is a higher incidence of genetic abnormalities, eg Down Syndrome, with older parents, so the optimum time to reproduce is in the early twenties. Few people at that age could meet your standards.

high iq parents thought to produce or give birth to high iq children, well that prove wrong. well me for instant, my father have average IQ and my mother below average and I got a High IQ, it actually the way of living.

That sounds like a great theory, however, in reality you can't really get any kind of favorable result. When you are dealing with people's minds anything can happen.
