Trafalgar square in London is pretty big. It's quite fun when you are in your twenties. I went a few times. One year I was slapped by a stranger on Battersy Bridge for telling him he was wearing a hideous tie. I wouldn't do it now, though. But I'd still comment on the tie as I am known for being gobby.

Edinburgh, Scotland for Europe's biggest New Year's Eve street party. Also Rio de Janeiro... Vegas isn't shabby. Sydney, Australia's was insane. I hear Montreal's is the biggest in Canada.
