Yeah, exactly like what Steven Procter said.

In short, the formula is something like this:
a/b x 100 = c %

a/b is the decimal number that you will get by dividing a over b. In your case, a = 40,400 and b = 324,800.

c % is the percentage you gain after multiplying the decimal number you obtain with 100.

Hope you understand.

First of all cancel the common factors.
40400/324800 = 404/3248 = 202/1624 = 101/812
Then divide the numerator with the denominator.
This fraction will give a non terminating decimal.
0.12438423645320197044334975...
To make it a percentage multiply by 100.
12.438% approx.
