You must mean the black microphone that is in the point of his sweater below his chin. He usually does not carry a microphone and doesn't stand still behind a podium. He prefers to stroll across the stage as he addresses the audience. Other than that he is wearing a button down dress shirt with a thin V- neck sweater over it.

I'll assume you're talking about that little battery pack thing in front of his tie. I think it's a type of hands free microphone.
