What is small copper coin? One side has balance scale, square, key, & U.S. Treasury Other has large letter D.?

Side with large letter D in center also says "uncirculated" and "Denver." Is coin a special commemorative, or something else?

This medal was included in mint sets minted in Denver. They included them in years in which they planned to include a certain denomination of coin, but none were produced. I suppose they have collector value, but I have never seen one for sale seperately, only included in the mint sets.

sounds like blank cent piece used to fill out uncirculated plastic packs of denver mints coins....
