This is totally about power and control. Most people who do this kind of thing enjoy the reaction they get from the people they scare, possibly because it's the only skill they have that actually gets any reaction at all. I would continually make your unhappiness known about this, at least when this person scares your children. Don't let them think all grownups are like this monster.

Be honest with them and tell them how you feel and to stop. Sometimes people think it is playing with the children. My ex used to set the alarm off on the truck whenever the kids where close to it. The kids didn't like it. They stopped wanting to go anywhere with him because they were afraid to go near the truck. He also would hit the breaks whenever I was taking a sip of my coffee. He thought it was a joke and would laugh like crazy. Now he is an ex and doesn't thing that it to funny. No one else laughed. Stupidity isn't a crime, but sometimes I wonder if it should be.

I know I had fun scaring my moms friend when I was little, and it was just to see her face, and a bit because I was bored.
BUT if it becomes a problem talk to the person and tell them to stop.
There is a point when enough is enough, and you need to find something else to do.

Haha, I work with my family at out business and I LOVE to scare my brother, no one else just him, I have no idea why I like it and I dont know why I keep doing it and it never gets old, I just love it!
I have a competition with myself to see how high I can get him to jump :)

my daughter exchange into a similar shed cry if any baby got here to close and then began pulling hair she continuously performed by herself yet now shes 2 and interacts with absolutely everyone they have their little stages they bypass by its no ones fault and all childrens are distinctive permit her be herself and shell come around merely dont push her solid luck

i scare my neices all the time ... i do it because of the reactions on there faces .. sometimes it can be real funny and if you help them understand that it is you, it sometimes can help them not be scared in the future.
