There is. www.weddingpath.com. Eventhough it's a wedding site, but it has some cool features like flash intro, music playing on your site and tons of beatiful designs that you can change the color and the mood of it. It's also free (except the domain name).
Yahoo! Geocities, Tripod, Licos and Bravenet has a lot of ready made web page and website hosting for free. If you want to make your own webpage, you can do it with Microsoft Word and save as webpage. Then upload to your website hoster (make sure the "Home" webpage is named index.htm or index.html).
Or copy html codes for cool features from search engine.

well www.apomontage.com is a good site for u .. itz not free, but costs somethin like 2 bux for access the whole year, by that you'll get all new templates and stuff like that, and they have toturials and all these stuff .. pretty good site ..

If you go to 250free.com it has templates that help set up the website for you. It's really easy to use!!
