Use a plastic bottle and mineral water soda. Just shake it and start the counting.

A replacement valve stem for a bicycle innertube, available in most stores that sell bicycles, fits almost perfectly into the throat of a 2 liter bottle.

Conveniently a manual or electric pump can be used to pressurize the bottle. A little dishwashing soap on the valve stem will help it slip in and out easily. The bottle will need to be set somehow so that the stem (and the water) is at the bottom. When I was a kid we used to boards nailed together at an angle to form a long channel.

When the air pressure becomes high enough the nozzle will slip out and the bottle will launch.

You need a bottle rocket launcher (one that fits the mouth of 2L bottles). Fill an empty bottle with about 1/3 to 1/2 water. Insert into the launcher. Pump air into the bottle until you can't anymore. Launch.
