Yes, I usually check first, especially since I didn't once and I sure in the he!! wish I had of.

I always check because I have been caught without it.
Fortunately I always have tissues.
Or I'd ask the person next to me if they had a "square to spare".

I always check because I usually have to blow my nose too,. I really hate when all the stalls are empty and I have to use those paper towels. Too coarse.
