OK, you can do it with the sound recorder but you have to work at it a bit. First, open the recorder and hit record. You don't have to say anything at this point. Let the file record the full 60 seconds. When it's done, hit Ctrl+c then ctrl+v. You'll notice that now the sound recorder length field is twice what it was before. Do the Ctrl+c/Ctrl+v procedure until the file is about the length that you need it to be. Then just start the file from the beginning and hit record again to record over the file. When done, hit stop and then edit > delete after current position to remove everything after where you stopped. Save and burn!

Not everyone uses windows like you do, make sure you tell people what system you're using in the future.
Get a good audio recorder, then put the .wav on a cd.

Hi. There are free recorder packages on the net, such as scanner recorder : http://www.davee.com/scanrec/ that will record from any source to a .wav file.

i think windows comes with windows movie maker. record your speach in 3 parts, then import them to movie maker and put them together, then save. all you've got to do after that is burn it to a cd

Just record it to a .wave file and burn it to CD, it should work fine.
