I don't know if you'd call it staring. He even plays with his eyebrows when he's looking at me sometimes! What does this mean and how should I react?! It really makes me uncomfortable! thanks!

He might be plotting against me because I told on him for making inappopriate comments to me.

Carry a camera and take a picture everytime. Paste them up everywhere and when he asks why, tell him you want him to see how stupid he looks when making faces... one thought.

or why not just go up to him n look straight at him n say" y u gotta be staring at me for? there's other things u could stare at like the floor, so u can see how stupid u are for staring a little too long"

Have you spoken with him about this? Maybe he is not giving you funny looks or maybe he is, and it's coz you're staring at him.
