Don't worry, that's normal. I doesn't hurt you does it? If you smell smoke, see fire, or if you continue to feel shocked while touching the monitor after the first initial little static spark (each time you touch it) then I would be concerned. If the monitor is functioning properly then it's not likely that there is any electrical short (meaning wires carrying electricity touching somewhere they shouldn't).

This is normal. With a monitor an electron gun is firing electrons at the screen which make the phosphors on the screen glow. These phosphors emit photons which help to give the glass an excessively negative charge which you detect as static electricity.

Are you using a CRT monitor? If yes, this is normal. Try installing a static-guard over the screen. You can easily find one at any computer supplies store.
If it's an LCD monitor, it shouldn't be emitting static. You should call the manufacturer and ask them about it.

I wouldnt worry, almost all screens of any type produce some static electricity. It is not really bas unless it hurts like heck every time you touch your screen, those small popping noises and feeling when you touch it happen to most screens in my house.
