I have teenagers, is there a way to fix my computer so it restricts access to the computer at certain times?

I want to be able to shut it completely down at 10 o'clock pm, OR only let one be able to use it between this time and that time.

They have software packages that can do exactly what you are looking for. Unfortunately, there are no simple or effective free programs that do this.

If you're looking to just block their access to the internet and not the computer, this solution should work:

If you have a router, many allow you to setup client IP filters that can be set to block internet access at certain times.

If you have a separate computer for your kids, you can setup the router to block just their computer. Otherwise, you would also be blocking yourself from internet access.

Also, if your kids are computer savvy, and if their computer is physically located next to the router, they could bypass the router by simply plugging the internet connection directly into the computer.

You can set it up so that a password is needed and only you have the password. Then at 10 PM shut it down.
