sometimes see through is more erotic than total nudity,

I'm assuming you're asking why don't they just go naked? well, they could be wearing it to hold up their chest, and the bottem piece of the bathing suit could complete it.
However, I've never seen any chicks with see through bikinis on the beach, infact, nudity on most beaches is illegal, except of course nude beaches which are for people going around naked.

Why would anyone want to wear ANYTHING at the beach? The beach is the perfect place to enjoy simple nudity. It's one of the most sensual experiences you can have...sensual, not sexual, and there is a difference.

They probably feel that they look nice and aren't ashamed of what they have. Nudity isn't always allowed, so this is the next best thing! I think it's great.
