Very generally, west coast temperatures are dominated by the prevailing winds from the west, which bring in ocean-temperature air. The ocean has a larger heat capacity than the land, so it tends to stay cooler than the land in summer and warmer than the land in winter. Also, in the summer the Pacific tends to be cooler than the Atlantic, so the east coast has less relief from heat even on days when the wind is blowing from sea to shore.
