It depends on the context. It can mean in general, as in 'the world at large', ie all the world and everything in it, or it can mean out in the community, as in 'the escaped criminal is now at large'.

I have heard it most often used to mean - not from a specific entity. For instance, a church conference might designate that there be a delegate for each church (or for a specified number of members per church) plus a certain number of delegates "at large" to be named by the officers of the conference.
