Typically the lowest bidder. Wal-Mart will ask for bids from manuafacturers and go with the lowest price, everytime. Your best bet is to go with a name brand for consistency. In the name brands Fram is the bottom end and Purolator is the top end.

Best answer I've ever gotten on this subject:
If a company does NOT actually manufacture a product,then they accept bids for the mfg. of those items
Wal-Mart is a consumer vender.NOT a manufacturer.
Therefore,because of company reputation,I'm going to say that
it all boils down to who gets there...firstest,cheapest,& BESTEST
when the bidding is over.
You'll have to check as to who won out the bid for the year.
Also,as an add on,I'd like to say that John S.'s answer was as
good as it can be put.But watch out for knock-off brands."Frame"
as opposed to Fram etc.

I dunno but I'd say a best bet would be to use a name brand like FRAM or Motorcraft. That's what I use when I do oil changes.
