Your best bet would be to discuss this with your doctor. I'm sure it's not as uncommon as you may think, and there are probably things that he can suggest for you.

Hmmm . . . I remember reading a similar question way back about this:

Gargling with pickle juice is alleged to make the voice deeper. I haven't really had that problem, so I don't know if it works. But remember to brush your teeth afterward! There are other suggestions too, but don't start smoking to change your voice. When you're by yourself, you might try speaking in lower tones than you normally would. Other than that, I don't know what would work. Good luck!

Your voice usually change as you age. This stage is known as puberty.
During puberty, the larynx grows larger and thicker. For boy's during puberty, the larynx gets bigger and the vocal cords lengthen and thicken, so his voice gets deeper (more significantly deeper than girls).
One thing that you can do is work with someone who knows Vocal pedagogy — for actors and singers (voice lessons). Voice lessons places emphasis on articulation, pitch, projection and proper breathing techniques.
However, you can not bulk vocal muscles like you build biceps. Nevertheless, vocal lessons can precisely coordinate — rather than bulk up — vocal muscles, to ensure you benefit from using vocal muscles in a coordinated and efficient way.
Nevertheless, I know that this may be awfully difficult for you to get used to people questioning you about your voice. However, the vocologist can help sort out causes of a high-pitched voice and teach you to use your lower pitch range in a healthy manner.
Hope this answers your question!

It may sound strange, but I once read that consistently repeating this phrase over time can help lower one's voice: "Oh no Mona, don't go home alone."
If all esle fails, then get a trachea shave.
