I had a half a day in London, so I took 1-7 zone pass with the tube and saw London Tower, tower bridge, Big ben, Westminster Abby, Trafalgar square, picadilly circus, Buckingham palace and the London Eye. (What a whirl wind!) That was pre-2006 security headaches. If you are in Heathrow for 3.5 hours. Maybe you should just go outside for a walk a bit, but stay around the airport. The queues can be quite a bugger!

I wouldn't risk it myself, if that's your time between flights then you might just be able to grab something to eat. I have two hours between flights on the way in to Europe and three on the way out in Heathrow and that's barely enough to be safe... in fact it really isn't enough... oh well. Anyway, if you want to end up stuck there you could take the tube into central London and have a quick look around. Get to the Tower Bridge area and have a quick look around then back into the grotty tube for the trip back to Heathrow. I used to hate arriving in Heathrow and having to take that tube line in to central London.

I wish you luck! you can take the train from Heathrow into London but with security as it is, you may not make your connecting flight.
I would play it safe and stay at the airport.

Haha... queue.
Honestly though, (I am assuming you've got 3.5 hours between flights) the time it would take you to get from Heathrow to anywhere interesting you'd have to turn straight round and go back again...
even then you'd probably miss your flight.
