Create a windows account without administrator?

i have a limited but i would like to create an administrator.
i dont not have the pw for the admin account

New user accounts can only be created through an admin account. If you don't have the admin account pw you can't create a new account.

Only an administrator or a member of the Administrators group can create user profiles. Sorry.
